Skeptical Optimist Intervention Needed
Reading some of the quotes in the link I posted below, it looks like it's not an irreversible
closure. They blasted the areas that lead to the passages where he died, but the rest was blocked with concrete that technically could be removed (at a considerable expense).

But given that the land owner agreed with the family that it will be permanently closed, it doesn't look like it's going to happen - at least not anytime soon. Then you have the issue of liability - the land owner isn't going to assume liability for accidents if they open it back up. And it sounds like the County was upset about the enormous rescue costs for Jones and they don't want it back open.
