1. 64 team league (yes, BYU is in)
2. 8 8-team geographic divisions (blow up the conferences--they are arcane, just like bowls)
3. You play all the teams in your division every year.
4. Top two teams in each division goes to a 16 team playoff. Winners get a home game, second place teams go on the road to play other division champs.
5. And play them off over four rounds.

The only controversy will be how the playoff is seeded, but every division game will be a de-facto playoff game as there will be no excuses for not making the playoff--you win, you in.
