B12 needs to change two things swiftly to survive in this CFP world

Remove P4 OOC requirement
Highly encourage 1 cupcake in Nov (ala Wofford)
As a fan, I would hate all those changes, but the B12 is swiftly being relegated to G6 status. The only thing that keeps ACC sage rn is a few brands, which we have NONE
