After rewatching the play and the replay angles, I can understand no PI.
Though it seems like Chase wore the defender like a jersey.
The ASU player pulls Chase done by grabbing the back off the shoulder pads. Isn't that the definition of horse collar? I can understand that refs might not have seen the hand placement because of angles.
