The second implies that the illegal action was completed by ASU, but doesn't imply anything about whether the officials did anything about it.

If there was a penalty called but not enforced, then Kalani is to blame for not making sure that it was.  If it's the second, then Kalani is basically saying that the officials missed it without actually saying that the officials missed it.
