It could, technically, but it won’t. There’s a scenario where West Virginia wins the Big 12. In that case, Big 12 is out
But for that to happen, BYU and Colorado would have to lose out, Arizona would have to beat Arizona State, etc. Just not gonna happen.
But, if it did happen, and Army wins out, Army and Boise are in.
