A few have, here is a list
I have well over 100,000 miles on my bike so I've seen about everything. I don't like when fellow cyclist break the law but I've seen a lot of bad behavior by motorist that have put people's life in danger all because a cyclist have slowed them down for 10 seconds.

States with Laws Similar to the Idaho Stop
Delaware - The "Delaware Yield" law (2017) allows cyclists to yield at stop signs when no other traffic is present.
Colorado - Adopted a version in 2018, allowing municipalities to enact "stop as yield" laws.
Arkansas - Passed similar legislation in 2019, making it statewide.
Oregon - Adopted the law in 2019, allowing cyclists to treat stop signs as yield signs.
Utah - Passed in 2021, allowing cyclists to yield at stop signs.
Washington State - Enacted a similar law in 2020.
North Dakota - Allows cyclists to treat stop signs as yield signs (adopted in 2021).
Oklahoma - Implemented a version of the law in 2021.
