His arms aren't out, they're back, thereby blocking the defender from getting
around him and to the ball. To me it is egregious OPI. But I can see why it's not called especially since it's not a move often used in football. Consider if Lohner was the defender: he'd get called for PI nearly every time. He initiated contact and prevented the defender from making a play on the ball. Boxing out was about blocking the defender, not catching the ball. Once he had the defender contained and out of the way, only after that did he make a move to catch the ball.
