If we are to accept your premise then there are two types of villains. Alabama

is a villain like Darth Vader. A villain feared but respected and who everyone wants to watch. Utah is more like whiny Anikin. Still a villain but the one everyone wishes would just shut up and go away. The one everyone wonders “who thought this guy was a good addition to the Star Wars franchise”.
