It's criminal just as if any other fan with a sideline pass were to do it. He has no more business on the field of play than some drunk idiot/ute angry at a call.

He's not in the play
He's not a player dressed to play
He's not a coach directing his team.

He's just an idiot fan who can't emotionally control himself and has the self importance and anger to want to jog out and lecture a referee during perhaps the most important play of the game.

Arrest that fool like you would anyone else.
