The VP has a ceremonial role in the certification process but does not certify
The VP opens the envelopes containing the votes of the Electors, Congress then certifies the vote (both the House and the Senate in a joint session).

There was the legal theory promoted by some of Trump's advisors in 2020 that suggested the VP could submit the votes of "alternate electors," and have Congress certify those votes. After that happened, Congress passed a law that stipulates the role of the VP is ceremonial only.
