Yes. Technically another coach can't reach out to a player from an existing team
BUT in practice, players are hit up through agents/family members or directly through NIL collectives or donors and nothing can be done to stop it. So they don't even try. For example, Will Howard (KState's QB last year) was supposedly offered money via an Ohio State booster midway through the season last year. He ended up transferring to Ohio State and is their starter this year. Players are basically waiting until they have offers before they jump in the portal.
