Too many people involved to not have something like that be exposed. I’m not aware of a single ref who has said it happens. If it were happening there’d be tell all books about it or honest refs who blow the whistle on the whole operation.

And you’d have to have refs from other conferences in on the collusion. Seems very unlikely.
