With the fact that a few other drivers had already received penalties already in the race for forcing others off track there at turn 12. That being said, the drivers penalized were the ones passing then pushing the leading car off track. It was flipped with Max and Lando.

Didn't Lando state something over the radio towards the end of the race essentially saying they should have told him just to give it back and he could have gone at Max again?
