That was all governed by the CFA, the deal between the NCAA and the TV networks.
It was the SEC (anybody surprised) that broke away; the NCAA sued, and the courts found in favor of the SEC. The SEC has been doing the strength by money for a very, very long time. It should be no surprise that each and every move they do related to playoffs, TV, conferences, etc... is to strengthen it's positions of power and control.
