This is not an honor system thing. There was nothing for Whitt to "be above" on this. It is completely legal to look at the signs the offense was using and counter them. No one would say we are cheating if we put a guy in the box who called down when they thought they saw a blitz formation, etc. It's like saying "I wish Whitt was above using a dietician for his team. And don't get me started on the fact that they have a coach looking at the opponent's formations!"
