At some schools, maybe. At some schools the HC would let his new
interim OC go wild and prove what he can do, which can sometimes lead to some success as the first few opponents are caught off guard with some new plays, formations, and tendencies.
At Utah?

The new play caller is already on staff - it’s their QB Coach who has been an OC at both the college and NFL levels.
