These are "C-level" guys, meaning they presumably report to the CEO. (I know some companies have titles with the word "Chief" in them that don't report to the CEO - I don't really consider those C-suite roles.) They can't "get where they want to be," which presumably means the CEO job. (I assume that "get where they want to be" implies upward movement, and if they report to the CEO currently, there's no other possible upward movement). They blame that perceived lack of potential upward mobility into the CEO job on their immutable characteristics (white/male/straight), which they just happen to share with...the current CEO.
