Depends upon which route you take. The fastest is I-15 to Hwy 20, over to Hwy 89 just north of Panguitch
That can get dicey up at the top. You can cut over at Scipio instead, and that's lower elevation.
However, the road isn't the biggest issue. Bryce is at 8000 ft, and if the storm hits there, you'll be spending time in the hotel rather than hiking.

Stay low. 89/I-70 is pretty through there anyway. Head over to Scipio by turning off at Aurora to Hwy 50.
