Because some small percentage are gullible persons or seniors who get robbed
They'll dance various cons like faux friendship with a lonely senior who develops a relationship with the scammer's persona, then the scammer gets in a tight spot and needs help, etc.

Tax liability

The list is endless...and there are millions of fish in the sea that scammers keep catching from. Scamming seniors in the United States is worth billions a year I believe. No different than typical marketing pushing ads and emails and direct marketing.
