This seems right. I have been surprised both by how good some teams are and how
bad others are. One thing is, markets tend towards efficiency and you get what you pay for. Many of the best engineers from India that I worked with ended up moving to the US. If the pay differential really is big, the people with the most to gain have a strong incentive to overcome any obstacle that prevents them from charging a premium for their labor. (Maybe my former employer had a good green card sponsorship program. I'm not sure.)
