The rule isn't just about defenseless players. If the defender makes forcible
contact with the crown of the helmet, that is targeting. Launching is another indicator, and that looked pretty clear too.

Basically, if the player is defenseless, any forcible contact to their head is targeting. If the player isn't defenseless, then the defender still can't make forcible contact with the crown of their own helmet.
