My understanding is that the police are typically hassled more by the insurance
...companies if they don't issue a ticket, so it's actually to their benefit to issue a ticket. Of course, if there's no clear evidence of who is at fault, they aren't going to issue a ticket, but otherwise I've been told they typically do.
