That's interesting.
With the exception of someone making a very clearly bad move - like running a light or stop sign - everyone I know who has been in an accident in the last 5-10 years has not been ticketed and no blame has been assigned.

I was in an accident myself a few years ago - rear-ended on the freeway and pushed into the car in front of me, which I then rear-ended. No one was ticketed, I got a copy of the police reports to give to my insurance company to demonstrate that I wasn't at fault - because the insurance companies were fighting it out. When I spoke with the police at the time on the scene, they took my statement, made a comment about "that's interesting" when I told them I stopped and then was hit and pushed into the next car, and that was as far as the police went.

Maybe it's just a Utah thing - because this has been both Highway Patrol and local police, from the people I know who have been in accidents.
