So - lower tier schools can "play up" into the higher tier based on performance,
but no one from the higher tier is subject to "relegation" and being sent down to the lower tier.
By my math, that means that within about 8 years all of the teams from the lower tier will have been moved up to the higher tier and the lower tier will no longer exist.
