I think it’s partially because
BYU allocates money for the team and not Star players. The money for the team is solid. The money for star players is behind. There is some sort of tiring system based on whether you’re a starter or backup. They haven’t paid up for 4-5 star players. I could be wrong, though. That’s just based on some things I’ve read and not any actual inside knowledge.

Of course once the settlement goes through teams can start paying players up to around 22 million a year, depending on how and where that is allocated across sports.
