The play was close enough they decided to "punt" the decision, since they knew with the flag on the play the TD wouldn't count.
I still think the real question is how was it called a TD on the field. The closest ref, the one with the best view, said it wasn't a TD. What ref on the field overruled him, particularly since no one signaled a TD; they just announced that it was called a TD when they sent it for review.
