1) Yes, professional games should punish diving post game if necessary. And depending on how 'flagrant', the diver can get a yellow card.

2) I hate penalty shots because someone fell over in the far corner of the box from some incidental contact. I like the idea of moving the spot back 2-3 yards for fouls that aren't in a scoring position. Not happening, but it would be nice.
