Title IX is a whole lot more than equal numbers of male and female athletes, although that gets the most attention.

As for paying the players directly, I imagine that would look similar to how the revenue sharing rolloing out currenly looks. The Department of Education has given little guidance, other than saying it should be equitable between males and femails.

But schools are planning all sorts distribution models (including giving football ~75% of the revenue). I'm guessing there will be many lawsuits following. And things will get very messy for a while.
