Ugh. Godspeed. As others have said, make HR do it.
Your company is opening itself up to some liability by eliminating someone this close to retirement. I'm sure part of the 42 weeks severance is to try to compensate for that.

Hopefully he looks at it as a nice springboard to an earlier retirement or a comfy way to bridge to his final gig.
