The referee standing at the goal line right in front of the play waved his arms above his head and ran up to the 1 ft line like the play was over and he didn't get it. He did not signal touchdown from the camera angle I saw. Did the referee in the back of the endzone call a TD and that was what we were deciding to overturn? I always wonder who wins in the disagreement between referees and why the referee directly in front of the play can have their call overturned (PI, out of bounds, holding, etc)
