The only real way to preserve them is to force people to live there (while all other US citizens are free to move as they please) and force race based marriages (when everyone else in the US is free to marry and/or have relationships as they please).


Certainly there's a tortured history born of racism (both ways), tribal pride, territorial conquests, and more. Makes it very difficult to proceed on what would probably be the better path.
