It’s not major. It’s a very small step.
The strategic petroleum reserves have the capacity to store about 7 days worth of the world’s daily oil consumption. They’re currently loaded out at about 50% of capacity, so we have three days’ worth of oil. In a scenario where that stands as our ability to stay a sovereign nation, it should last us and our allies a bit longer than that. But it would be rationed and general population doesn’t get any of it.
CHIPS act on-shoring, once all announced projects are completed, will provide a strategic petroleum reserve level of capacity in terms of microelectronics production. It will only really be important in a doomsday scenario.
