Why would you combine the numbers when they're the same opportunity?
If you know you have two downs, that changes your play calling on 3rd down. the 3/4 are 2 chances to convert one opportunity.
That said - 9/24 still isn't good. Not being able to run the ball on first and second is the cause. 3rd downs are converted by making htem third and short.
