Most of the tackles in that video have the defender picking up the ball carrier and throwing them to the ground. Which may be a penalty for unnecessary roughness, but it isn't a hip drop tackle.

Hip drop tackles are banned because of the risk of injury to legs - especially knees and ankles. Picking up a player and dropping them to the ground doesn't increase injury to knees and ankles.
