pretty much every FBS conference is jacked up right now. The MAC is pretty much the only conference left standing that abides by geography and matches its name. Non of their schools are worth poaching.
The American isn't too bad, but they still cover the entire east coast plus some mid-west and Texas. Their best programs are Memphis, USF, Tulane, and Tulsa (plus Army and Navy, but I'm not sure how much those two actually do for a conference). Non of those schools would make sense in the 6-PAC.
The Sun Belt has expanded outside the Sun Belt, but not horribly so. Perhaps Southern Miss, maybe Marshall are worth poaching? I'm struggling to find schools that are worth it.
CUSA is a complete shell of its former self. They now cover the east coast, gulf coast, mid west, Texas, and New Mexico. I guess they're living up to their name. LaTech maybe?
Maybe the 6-PAC can go with a western division and an eastern division. Keep cross division travel to a minimum. If they did that, perhaps Memphis, USF, Tulane, Tulsa, Southern Miss and........toss in Navy, I guess.
