Yes. Project Farm recommends 3M headlight restore 39008 plus clear coat 39173.
I fixed my brother in law's headlights in 2020 and they still look clear - and he parks his car outside. The clear coat after polishing is key.

Not for our old minivan. The oxidation has occurred on both the inside and outside surfaces of the headlight.
