They don't want hunters on their land. They can charge a lot for bulls hunts, but
to have the general public running around chasing cow elk is too much for them to allow.

I think the WGFD should allow the landowners to screen hunters, but to work out a quota. If the landowner is being paid X amount for wildlife depredations, the WGFD should require Y amount of hunters be allowed to hunt cow elk. Allow the landowner to pick who, and however they choose to do it, but require them to this before being paid out for depredations.
