In this photo, judging by the lack of license plate, my guess is the owner is new to 4Runners and has a lot of money (but not too much) and figured he needed "aftermarket" armor, such as rock sliders and steel bumpers.

He probably doesn't need the swingouts yet, but he can add them later.

Truth is, the trailer hitch acts as your #1 skid plate, so you rarely need aftermarket steel bumpers for protection.

I mentioned I only need it for the tire swingout, I've done very techincal trails that crushed all of my factory bumper cover mounts (it's actually being held on by two interior plastic clips and zip-ties....I call it the "quick release bumper cover", the actual cover itself molds over rocks quite nicely and bounces back into shape. The actual steel bumper beneath it has never been touched, just the flimsy crush mounts that connect the plastic cover to the bumper steel.
