Last blower fan (residential, but commercial is about the same) cost me $400 and a capacitor is generally around $100 or so. Maybe the last two years of Bidenomics has 3x'd things, but more likely you just need to find an honest AC guy. And AC parts guy for that matter, since you overpaid for parts by about $100.
