I agree partly as well. Utah is not in the same stratosphere as most of those. But...neither is anyone
else in the Big 12. If fans want any chance of getting an invite to the next level, if they do expand, performance in the Big 12 will matter.

The programs that get to the playoffs, stay in the top 10-15, etc...are going to be on the radar the next round.

To do that, you need quality programs that beat everyone else but lose to your program with a high ranking. Like Utah - TCU in the last few MWC years.

If I'm Kansas, Ok State, ISU or KSU, I'm rooting for Utah / Arizona in their other games the whole season to set up the most compelling CCG matchup.

For example, if Utah plays BYU, and Utah is #9 in the country and tied for 2nd in the Big 12, most Big 12 fans will root for Utah.

There isn't this magical hate that trumps the hand of self-interest.

That said, I think the schools that win the BIg 12 the first few years, will see a huge jump in program perception that could put them at the same level as low or mid-tier p2.
