You’d need a hub to send the IR signal. That’s essentially what Harmony had with its hub option.
It was still pretty expensive, IIRC. I want to say it was around $150-200.

A phone isn’t that ergonomic like you want your remote to be. Having physical buttons makes a big difference IMO. Have you tried using the Roku app or the AppleTV remote app? It works but it’s awkward. The only advantage they have IMO is the QWERTY keyboard.
