When the first spouse dies the surviving spouse gets a 1/2 step up.
They are getting the step up on the deceased spouse's half but since the surviving spouse is still alive his half is not stepped up.
In cougar95's situation, it sounds like the father must have been the last spouse to die, so the beneficiaries get the full step up in basis.
