It is run by board members, some altered rules perhaps in how to run it but that makes it far from a corrupt organization.
It should be recognized that the ACLU had sued the BSA over 14 times previously. With the number of lawsuits going after the BSA in addition to the lawsuits that were looking for reparations due to improper conduct of some leaders, the leader caved (he viewed it as an inevitable that couldn't be changed). In his opinion the option was either the destruction of scouts or adopting a policy that allowed NON religious scouts to adopt the paths they wanted and still protect religious scouting organizations in placing whomever they saw best fit to lead as a scout master, etc.
Scouting as a whole did a tremendous job of advocating a moral and upright life among young men. It did and does a tremendous amount of good in this world.
