Yeah, people assume taxes, but plenty of those are pretty low-tax states. When
prices in UT are higher than in Illinois, New York and Massachusetts, you've clearly got a regional issue. Availability of refining and shipping costs (some of which may be due to regulations) are much more likely culprits.

I was shocked at how high prices were in AZ when I was there last week. Full $1.00 per gallon higher than here in South Carolina.
