It's actually not all that unusual. Just about everything you buy has price
advantages for buying bulk quantities. The cost per unit will always be lower with higher volume.

Not to mention the market forces that are in play here. For a retail store like Home Depot, there will always be much higher demand for the smaller quantities, so naturally it will be priced higher.
