False. I was a YSA bishop. This is not a thing. I’m now in the stake presidency
No one I have ever discussed chastity with over the past decade in these callings has ever once tried to justify any such thing as morally ok such as soaking. This may have happened once to twice in millions of individuals but this is not wide spread nor does anyone think it somehow is ok.
To truly believe that people are doing this because they think it is a loophole is absolutely asinine. To spread the falsehood of this is equally immature.
I personally find it hilarious that the utes are talking about this, they are totally clueless.
