Not sure what NY rule is, but in CA you don't have to have graduated from an
accredited law school. So there are a lot of people taking the bar who, on average, are probably less prepared than those taking the bar in states where that is required.

That, and those who have failed multiple times, makes the CA overall pass rate much lower than it is for first time takers from ABA schools.
