No it isn't, a fair consequence would not let the team play any games until the
school cooperates with law officials.
This is not a punish the team who had no control over it, but this stonewalling is coming from the head administration of the school to not cooperate in what is a criminal offense. You also know that pretty much everyone on the team knows who it is, and they are saying nothing and withholding information, which in itself is a criminal offense. For that reason, no rewarding the "team" when they are saying nothing.
Think about it, this encompasses ALL the school administrators, ALL the coaches, ALL the players, ALL the parents, ALL the neighbors, every single one of them are unwilling to tell who this guy is. Since the entire community is in on it, the team shouldn't be allowed to play until someone comes forward.
