That is a porcupine. Definitely not the claws of a wolverine.
Some say Marmot, which is possible, but to me it looks like it has quills, not just fur. Tough to tell for sure from the photo.

Sadly, this was a roadkill wolverine and it had a tracker on it, and he had covered about 200 miles recently
